What is a Public Improvement District (PID)?

A Public Improvement District (PID) is a special district created by a City or County under the authority of Chapter 372 of the Texas Local Code. The statute allows a city or county to levy a special assessment against properties within the PID to pay for improvements to the properties within the PID.

Properties that are not inside the PID do not pay the special assessment.

What do the PID Assessments pay for?

The fixed assessments levied against properties in the PID pay for improvements to the properties only inside the district. PID improvements may include roads, water distribution lines, wastewater collection lines, drainage improvements, landscaping, irrigation, trails, parks, open spaces, monuments, and entry features. Each PID document lists the improvements to be paid for by that district’s assessment.

What are PID Assessments?

PID Assessments are payments made to cover the costs associated with improvements and services in the PID. PID Assessments are in addition to regular property tax. Only those property owners in the district pay the assessment.
