Planning and Community Development guides the planning, land development, building, and permitting services within the city. Additionally, the offices of Historic Preservation, Main Street, and Code Enforcement are overseen by the Director of Planning and Community Development.

Planning, Platting, & Zoning works to implement the City Master Planning Map outlining appropriate uses of space within the city limits as adopted by the City Council.
The Building Department is responsible for issuing building permits and conducting building inspections.
Historic Preservation provides support to owners of properties inside the Historic Districts of Paris in order to protect and preserve the historical integrity of the areas.
The Paris Main Street Program seeks to inspire and energize a vibrant downtown community as the social, cultural, and historic heart of Paris.
